Former Ohio State Senator/Minority Leader Capri Cafaro writes: To make a very very long story short, the impact of the Senate bill is similar to the one passed by the House but slightly worse. It still allows for “flexibility” to states to waive essential health benefits, changes the way Medicaid dollars are distributed to states, eliminates the individual mandate to carry coverage but imposes a 6 month waiting period for coverage to start for those who are without coverage for more than 63 days, eliminates a number of taxes on plans, medical devices etc. that reduce revenue to spend on subsidies to make plans more affordable.
